Nelson Oks State Opt-Outs?

I haven't had a chance to dig through this language yet but I will try. Looks to me like Schumer (my senator) worked to strike a deal with Nelson that includes opt-outs for states on abortion plans.

What this basically means is that the poorest, most conservative states are the ones who will continue to discriminate against the poorest, most needy women. Little surprise here; voting against the needs of one's constituents has become quite fashionable in red states.
